摘要
在“就申好睦”、“悦近来远”的基本准则下 ,有唐一代在政治、经济、文化等各个层面上实行了对外开放 ,唐由此对人员的出入境、物质的域内外流通制订了一系列管理规则与法令 ,并由相应的政府职能部门专负其责 ,从而构建了唐代完善的对外开放体制。在完善的对外开放体制下 ,域内外人员流动、物质流通都在有序的状态下十分顺利地进行 ,从而造就了有唐一代对外开放的繁盛局面。
With the diplomatism of being peaceful and friendly,the Tang governmernt was open in all fields to the world throughout the Tang dynasty.A series of laws and regulations were set up and responsible for by special executive departments.Under the perfect open system,all international personnel exchange activities and trade transportation were carried out in good order and open and very prosperous time was brought about.
