摘要
通过对保障措施含义的解释,阐述了保障措施实施的前提;论述了保障措施的具体实施方法.通过对<WTO保障措施协定>与中国法律的研究,提出了我国制定实施保障措施的观点.
Through explanation of measures of guarantee, elaborates premise of the measures, and makes a concrete discussion about it. Through the study of the agreement and Chinese law, puts forward some views for drawing u measures of guarantee in China.
