Social and economical evaluation on ships' vessel traffic service

在深入分析十多年来国内外VTS社会经济影响评价研究的基础上,指出目前研究存在的不足和亟待解决的问题.根据VTS的实际特点,提出VTS的社会经济评价原则,将VTS的社会经济影响内容概括为投入成本、直接社会经济贡献、间接社会经济贡献、波及经济贡献等四个方面,并依据定量经济学分别提出有针对性的定量评价方法.评价原理、内容和方法的正确确立将便于更加科学、客观地评价VTS的社会经济效益.

Based on the in-depth analysis to the VTS social and economic evaluation all around the world in the recent decades,this paper brings forward evaluation principle and concludes the contents in connection with social and economical influence of VTS as following: input costs,direct social and economical contribution,indirect social and economical contribution,and inducing economical contribution.The quantitative methods are set up according to the quantitative economics respectively.The correct evaluation principal,contents and methods prompt the social and economical evaluation to VTS more scientifically and more objectively.
