水是万物之源,然而,在传统的经济增长方式下,随着经济的发展和人口的增长,我国水污染日益严重,水资源严重短缺,已成为制约经济发展的重要因素,要实现水资源的可持续利用,必须在循环经济的理念下,改革、完善我国现行水资源保护制度,为水资源保护提供强有力的法律保障。

Water is the source of all things,however,in the traditional mode of economic growth,along with economic development and population growth,Water pollution and water shortage has become an obstacle to economic development in China.To achieve the sustainable use of water resources,China's current system on the protection of water resources must be reform and improve based on the recycling economy perspective,Thus provide a powerful legal guarantee for the protection of water resources.
