Local telephone network is a new type of combination in telecommunication. As an innovation, problems are sometimes encountered during the progress of its development. In combination with the practice of the local telephone network planning, an attempt is made to study the problems of ownership, business style, management system and problems of operation and management of local telephone network and the like, which might be encounterd in local telephone network construction.
