关于西部生态补偿的立法思考

A Legislative Pondering over the Ecological Compensation in West of China

我国西部的生态建设虽然取得了积极进展,但目前生态环境仍呈不断恶化趋势。因此,必须尽快完善立法,建立起有效的生态补偿法律机制,才能确保西部生态补偿工作得以长期、稳定地实施。生态补偿机制是自然资源有偿使用原则的具体体现,针对我国生态补偿中存在的问题,分析我国建立生态补偿制度的可能性与必要性,对我国生态补偿法律制度的建立提出几点建议。
