基于循环经济视角的地震灾后重建问题思考

"5.12"汶川大地震给灾区造成了巨大的生命财产损失,国家高度重视地震灾区重建工作,颁布了灾后恢复重建的有关法令。在遵循科学发展观的指导、举全国之力帮助灾区恢复生产生活设施的过程中,应该吸取历史教训,借鉴国内外经验,按照人与自然和谐发展的基本要求,把生态恢复和生态保护与人们的社会经济活动重构相结合,以生态环境承载能力为基础衡量灾后重建规模,按照循环经济的基本原则设计产业生态链,明确规定资源开发和公用设施建设不能形成次生灾害隐患,使地震高危地区巨震灾后的重建成果经得起历史的检验。
