云南省公众环境知情权保障工作评估——以松花坝水库水质信息公开为例

Performance evaluation of Yunnan government ensuring public access to environmental information ——In the case of publicity of Songhuaba Reservoir water quality

结合松花坝水库水质信息公开案例,运用权力行动项目(The In itiative Access)提供的指标体系,初步评估了云南地方政府保障公众环境知情权的工作.同时,还分析了该指标体系在中国的适用情况.研究结果表明,我国和云南省已经出台了一系列保障公众环境知情权的规章制度,建立了信息公开渠道;并且松花坝水质信息公开已经促使相关部门及时采取措施防治松花坝水质污染.但是,我国的公众环境知情权保障工作刚刚起步,还需要在以下4方面重点完善或提高:信息保密适用范围、信息公开能力建设、对公众的指导和社会团体的促进作用.此外,研究认为该指标体系基本适用于我国国情.

Based on publicity of Songhuaba Reservoir water quality,we evaluated Yunnan government performance of insuring public access to environmental information with the index from The Initiative Access.It was found that the government performance was good.A series of regulations about publicity of environmental information were issued,public accesses to environmental information were set up,and the publicity of environmental information has led to government s action to protect and deal with Songhuaba Reservoir.N...
