This paper sets forth preliminary understanding and limited experience on The Temporary Method of Assets Operation Responsibility in State-Owned Enterprises, according to five factors of assessing goal, assessing object, assessing target, assessing standard and managers incentive. Some suggestions of taking further steps to perfect enterprises assets operation responsibility evaluation system are made.
