This paper explores the Bid-Averaging Methods(BAMs) which are widely applied in China s construction projects procurement auctions. It analyses the bid strategies and collusion of bidders in procurment auctions applying the Bid-Averaging Methods. This paper also presents a review of history of procurment auctions institutions in China.
