摘要
剖析工程造价下滑的政策因素以及工程价格市场化的因素,通过利用对成本报价的界定,固有思维定势的转变,提出在必要条件下推行次低价格中标的方法,从而有效合理的规避低于成本价中标所带来的负面影响。
The paper analyzed the policy factor and construction price marketing factor of construction price dropping. Depending on definition of quotation and inherent transition of regular thingking tendency. It put forward the necessity of carrying on second-class low price method for avading negative effect from bid quotation under cost price.
