The service quality of railway freight has influence on the image and benefit of railway enterprises.By adopting the qualitative and quantitative methods,the paper builds up a function quality evaluation system,and also builds up a corresponding quantification evaluation system for technical quality according to freight transport department s own features,and turns the index values into evaluation levels.Examples are also taken to show the feasibility and adoptability of this evaluation method.
