基于公共物品视角的公共图书馆免费开放分析

Analysis of Free Opening of the Public Library from Public Goods View

目前,我国大多数公共图书馆实行收费服务。而作为公益性的服务机构,公共图书馆实行收费服务不利于其进一步发展。因此,公共图书馆在基本服务上免费开放是完全必要的,应从社会、政府、图书馆和读者4个角度分别采取相应的措施:社会各界应通过多种渠道筹措资金以解决公共图书馆的经费问题;政府应利用法律手段以保障公共图书馆的经费供给;图书馆界应建立地区公共图书馆联盟以共同推动公共图书馆免费开放;广大读者必须提高文献资料利用率以避免公共资源的浪费。
