This article,taking the school of mechanical science and engineering of Huazhong University of Science and technology as example, makes a summary of practice and exploration research in the blind pre-review system, expounds the importance and necessity of implementing double-blind pre-review system in the faculties and departments, and claims the implementation of the blind pre-review system within the faculty is an effective system to monitor the quality of doctoral thesis.
