后发地区发展产业集群的新思路——以江苏省高邮市城南经济新区为例

New Ideas of Developing Industrial Cluster in Late- developing Area- Based on Economic District in the South of Gaoyou City in Jiangsu

随着产业集群在先发地区经济发展中的带动作用日益显现,后发地区也逐步开始培育本区的产业集群,以此来推动区域经济发展,实现跨越式发展,但由于后发地区存在着经济基础薄弱,资金缺乏,创新意识不强等缺陷,致使产业集群发展缓慢,质量不高。发展产业集群,应充分利用本地资源优势,以城市开发区、工业园区为依托,依靠本地优势产业,培育发展特色产业集群。在培育发展产业集群过程中,要注意扩大地区主导产业发展关联,增强集聚,逐步实现产业发展向产业集群演变,最终通过产业集群化带动区域经济发展。
