西方公共行政的价值演变及其本土化启示

An Evolution of Western Public Administration Value and Its Localization Enlightenment

从价值观角度来看,传统公共行政恪守"效率至上",导致民主价值观缺位;新公共行政把"社会公平"添置为公共行政的第三块基石,将民主置于与效率同等的地位;新公共管理在追求"效率优位"价值观之时,无形中造成了政府"公共性"的流失;新公共服务对公共行政价值观的历史脉络进行了理性反思,主张公共行政的效率与民主之间应该平衡博弈,偏废其中任何一种价值观都不明智。西方公共行政价值演变的实践经验,对我国政府在市场经济建设同"和谐社会"构建中妥善处理效率与公平之间的关系具有十分重要的现实意义。
