中国改革开放的30年是随着城市化、市场化、全球化而展开的,特别是城市化进程已经成为我国经济、社会结构转变的最大推动力。基层政府在城市化进程中扮演了最重要的角色,发挥着独特的功能。征地是实现城市化的必要环节。基层政府是征地过程的实施主体,本文以位于上海西郊的W镇为研究对象,通过对基层政府在征地过程中的具体行为分析,来认识在新的环境中,基层政府的行动动机以及为了实现目标而采取的行动。
