引入后评价机制加强政府投资林业生态工程的监管

Introducing Post-evaluation Mechanism to Strengthen Regulation on Forestry Ecological Projects Invested by Government

随着世界各国林业生态工程建设的进展,林业生态工程后评价工作正逐渐得以加强。在我国,政府是林业生态建设投资的主体。监管好工程的建设和运行,保证政府资金的合理利用,发挥其最佳效益,成为政府加大投资之后急需考虑的问题。目前,在我国林业生态工程建设过程中暴露出一些问题,如资金的违规应用、工程设计粗糙等。因此,加强政府投资林业生态工程监管势在必行。本文通过对我国政府投资林业生态工程的监管现状及存在问题与不足进行了分析,探讨了后评价机制对解决监管问题的作用,并对如何尽快引入后评价机制,提出了几点建议。
