摘要
目前农用地定级有两个应用目标:为农用地流转服务的农用地定级主要体现农用地的资源特性,为征地补偿服务的农用地定级以体现土地经济价值的目标。由于这两个服务目标的不同,致使不同目标指导下的农用地定级标准和定级结果存在较大差异。该文以天津市武清区为例,以两种服务目标为指导分别设计农用地定级因素及其权重,并对武清区农用地进行定级,结果发现两种定级结果存在显著差异。建议《农用地定级规程》进一步明确定级目的和定级指标体系,以提高农用地定级工作的可操作性。
