摘要
在受水区和水源区之间如何分担水源区所需生态补偿量是决定跨流域调水生态补偿机制能否良性和持久运作的重要因素。本文借鉴水利工程费用分摊和环境容量分配的思路,构建了单指标法、综合指标法和离差平方法的生态补偿量分担模型,对南水北调中线陕西水源区生态补偿量进行计算,并对计算结果进行分析。结果表明,离差平方法比较客观、全面、合理。按该法计算,水源区和受水区的分担比例应为20%和80%。
