摘要
本文通过介绍美国高等教育认证委员会(CHEA)和美国教育部(USDE)的认证标准以及之间的相互作用,旨在阐释我国高等教育认证体制应该认识自身所存在的问题,如:评估主体单一,以政府为主导的一元化评价方式;评估标准过分统一,评价指标过于量化;被评主体缺乏自我评价意识,参评思想偏离正轨等。对此,文章提出了改善建议:以内部认证逻辑为主体,实行内部认证与外部认证相结合;逐步建立高等教育认证制度的市场调节机制,改变教学水平评估的"大统一"现象;增强被评方的"主体意识",做好"自评"与"整改"。
