A basic framework of evaluation system of urban overall competitive power is built on the basis of providing its definition and structure. The index system of urban competitive power and the corresponding evaluation method——the “model of dynamic multiple evaluation” are put forward hereafter. Besides, the model is adopted to evaluate the overall competitive power of 21 cities in China as an empirical analysis.
