摘要
系统节水策略的制订需要综合考虑系统内各因素的作用关系和彼此之间的影响程度,影响系统节水的各因素间的作用关系是多层次的和错综复杂的,具有大量的不确定性和模糊性.基于IAHP法建立的节水系统策略评价模型,将影响系统节水的各因素加以分层,定量地考察各个因素对系统节水策略的影响程度,建立的比较矩阵具有自调节特性,直接求解的各指标相对上一级指标权重值,具有较高的可信度,为节水策略评价提供可靠依据.
