水电、水库、矿产开发中提取一定资金用于水土保持治理的研究

An Study on Extracting Funds from Hydropower,Reservoir and Mineral Development for Soil and Water Conservation

水电、水库、矿产开发对于生态与环境造成的问题已成为水土保持工作的难题和热点。在广泛收集和分析国内水电、水库、矿产开发中水土保持状况的基础上,对于开发项目执行较好的浙江、陕西、山西、内蒙等地的一些企业进行了专题调研。结合项目实际对于个别典型企业进行了调查,分析了存在的问题。调研结果认为,从水电、水库、矿产开发收益中提取资金用于水土保持具有可行性和必要性。提出了将提取资金政策提升为法律条文,提取合理比例的资金,且将这部分资金列入税前列支等建议。
