水土保持监测是以水土流失及其防护措施为主要对象,对土壤侵蚀的发生、发展状况,环境影响及其防治效果的监测、分析与评价工作,是水土保持工作的基础和水土保持技术体系的重要组成部分。近年来,铁岭市尽管在水土保持方面做出了很大努力,取得了一定的成就,但随着社会经济的高速发展,开发建设项目大面积扰动土地,形成新的水土流失,出现一方治理,多方破坏的现象。该区水土流失状况呈现复杂化、多样化,水土流失现状依然不容乐观,成为制约地区社会经济发展的重要因素。重点阐述了铁岭地区的水土保持监测规划与布局,且在此基础上论述了水土保持监测规划与建设过程中存在的一系列问题,并提出相应的发展建议。
