Interests of Civil Servants Need Properly Understanding & Handling

各级政府公务员是社会公共利益的实际控制者,是利益分配的操作者,又是利益社会化的实现者,此三种社会角色的混合是公务员阶层的最大特征。因此,必须通过行政体制改革尽可能地把三种角色分离并使之置于有效监督之下,防止利益失衡造成社会危害。

Civil servants of governments at all levels are characterized by the combination of their three social roles: they are actual controllers of social and public interests,operators of benefit distribution and implementors of interest socialization as well.Therefore,it is necessary to separate the three roles through administrative reform and place them under effective supervision so as to prevent social hazards caused by the imbalanced interests.
