全国城市社区卫生服务功能落实情况分析

Functional Implementation of Urban Community Health Service in China

目的了解目前全国城市社区卫生服务功能落实情况,分析存在的问题及原因,有针对性地提出促进社区卫生服务功能落实的建议。方法利用自行设计的调查表,采用逐级上报的方式,对全国城市社区卫生服务中心和社区卫生服务站的机构数量、基本医疗和公共卫生功能落实情况进行调查。结果截至2007-10-31,我国共有城市社区卫生服务机构26472家,其中社区卫生服务中心6340家,社区卫生服务站20132家。截至2006-12-31,我国社区卫生服务机构基本医疗的开展率为100.0%,社区卫生服务中心年平均门急诊诊疗人次数为34498人次,社区卫生服务站年平均门急诊诊疗人次数为6740人次;计划免疫、儿童保健、孕产妇保健、健康教育讲座在社区卫生服务中心的开展率分别为77.0%、77.6%、79.3%、86.7%,平均服务人次数为5763、2075、714、2356人次。不同地区、不同级别城市的社区卫生服务机构的功能落实情况不同。结论我国城市社区卫生服务网络逐渐健全,社区卫生服务功能得到进一步落实。基本医疗开展率高,但服务量不足,中、西部地区社区卫生服务机构基本医疗服务落实情况较差;公共卫生服务功能落实逐渐加强,东部地区、省级城市落实情况较好。
