试论“二元行政形态”的转化

On the Transform of “Dual Administrative Configuration”

中国正处于经济和社会的转型时期 ,政府行政改革是转型成功的关键。我国当前政府行政改革面临的课题是行政管理的二元形态并存的格局 ;同时改革的目标是二元行政形态向一元行政形态转化 。

Under economic and social transformation of China,government s administrative reform is the key to this transformation.This paper believes there is a dual administrative configuration at the present day in China.The target of reform is to transfer “dual administrative configuration”into“unitary administrative configuration”,then realize government s administrative modernization.
