由于严格的人口控制政策，使西部地区在人口规模、人口素质、计划生育和人口经济等方面取得了一定的成绩。 但是，与发达地区相比，仍存在着很大的差距，除了经济发展水平、区位劣势以外，人口问题具有举足轻重的地位。本文就西部地区的人口再生产如何真正实现由“高、低、高”到“低、低、低”的转变，提出了一些有针对性的人口控制政策与措施。
