Striving for Building a Constructive and Cooperative Partnership with India

April 1, 2000 marks the 50th anniversary of the establishment of diplomatic relations between China and India. At this important historical point, it is necessary to review the course of Sino Indian relations in the past fifty years and identify the direction of future development so as to strengthen mutual confidence and understanding, foster good neighborly atmosphere and build a future oriented cooperative partnership between the two countries. China and India stand as two largest developing countries in the world. Therefore, to forge a healthy and good neighborly cooperative relations are not only in the interest of the Chinese and India people, but also significant to maintaining peace and stability in Asia and the world as a whole. It is true that there exist some difficulties and obstacles in advancing bilateral relations, but there are also many favorable conditions. We believe that as long as the two governments have faith, resolution and wisdom, the problem will be solved finally. Both China and India should proceed from a long term point of view, enhance mutual confidence and remove suspicion, promote in joint efforts to build a constructive partnership oriented toward the future and seek greater roles on the world arena. We sincerely hope that China and India could enlarge their political, economic, trade, cultural and technological cooperation, enhance mutual confidence building measures in the military field, maintain peace and stability on the border area and strengthen consultation and cooperation on the international scene.
