Putin Seeks to Reinvigorate Russia through Economic Boom

摘要 Putin’s election as the President of the Russian Federation marks the end of the experimental period of Yeltsin’s democratic reform. After Putin takes office, he will maintain and further develop the democratic political regime and the market economic framework initiated by Yeltsin, and in the meantime, take economy as the starting point to reinvigorate Russia. Putin indicated that his government will aim at building a powerful and rich Russia, eliminate the widely existed poverty as soon as possible, and enable the Russian people to live a decent life. He has formed a team of experts to work on a mid and long term blueprint of economic boom, which will raise the economic growth rate to 7 10%. In terms of economic reform, he will pursue a model of gradual advancement of free market, which can be reflected in the following aspects: strengthening macroeconomic controled by the government in a moderate way and carrying out a cautious policy of privatization, imposing strict control on important defense industrial enterprises as well as strategic resources, and transferring gradually the industrial structure of resource output to technology processing and knowledge information; launching a reform on social security system so that people from different levels and areas could live a relatively equal life. To create a favorable environment for economic development, Putin seeks to build new moral standards and values which advocate patriotism and state prosperity and respect private property and freedom, work out a three year plan to improve social order, and in the meantime, shift the diplomatic priority to safeguarding practical national interest and serving economic construction. Putin’s policy suggestions bring hope and confidence to the Russian people to reinvigorate their country. But to steer Russia onto a road of complete revival is not an easy job. There are lots of difficulties and obstacles need to be overcome. Putin’s election as the President of the Russian Federation marks the end of the experimental period of Yeltsin’s democratic reform.
