推行可持续发展影响评价的探讨

Study on practising the system of sustainable development impact assessment

在客观分析评价我国现行建设项目环境影响评价(EIA)作用、局限性的基础上,论述了推行可持续发展影响评价的必要性、内涵及意义.提出应积极试行战略EIA,并在其指导下进行项目EIA;广泛开展区域EIA,并在其基础上进行后续项目EIA;加速推行自然资源开发利用、管理决策的可持续环境影响评价;以可持续发展原理为指导,改进、扩展与完善现行项目EIA.

It is presented in this paper the necessity, the connotation and the significance of sustainable development impact assessment on the basis of objective analysis of the function and the limitation of construction project EIA in force in our country. Strategic EIA is practised actively, and under its direction project EIA is carried out. Regional EIA is developed, and on its basis follow-up project EIA is carried out. Speed up the pace of sustainable development environmental impact assessment of utilization, management and policy decision for natural resoures. According to the theory of sustainable development, project EIA is improved, enlarged and perfected.
