摘要
以天津经济技术开发区(TEDA)为例,分析了区域环境影响评价中总量控制的过程和方法,以生态功能流的方法预测了主要资源和能源的消耗水平,采用比例分配的方法将国家下达的总量控制目标进行合理分解,提出TEDA总量控制方案,并对其进行了技术经济分析,以确定其合理性.
The procedure and method of total quantity control of pollutant discharge in regional EIA were studied taking Tianjin Economic Technological Development Area (TEDA) as an example; prognosticated consuming level of main resource and energy through the method of ecological function flow; decomposed the target of total quantity control by distributing proportionally; suggested a total quantity control scenario; and analyzed on point of technology and economy to determine its reasonability.
