合作与共赢:20世纪日本农协发展的观察与启示

Cooperate and Share Profits: The Observation and Inspiration of the Development of Japanese Agricultural Association in the 20th Century

日本农协在20世纪日本农业发展过程中发挥了重要的作用,它向农民提供生产、经营、金融、信息和技术等方面的服务,有助于克服小规模经营的局限,规避市场的风险。在政府的法律、政策、财政等政策措施的强力推动下,农协实现了功能定位与转型,并将政府和农民的合作与共赢作为自身未来发展的价值目标和取向。党的十七届三中全会明确提出要建立"以农业合作组织为基础的新型农业服务社会化体系",而日本农协的发展经验对于当前我国农村合作组织的建设原则、发展路径、政府监管等方面,都具有重要的借鉴价值和启示意义。

In the 20th century,Japaese Agricultural Association has played an important role in the development of its agriculture.It provided farmers with production,management,finance,information and technology services,helped to overcome the limitations of small-scale operations and avoid the market risks.Driven by the government's laws,policies,financial measures and so on,it has realized the functioning position and restructuring,and taken the cooperation and shared profits as its value of future development goals and direction.At the 3rd Plenary Session of the Party's 17th Congress,it is clearly advanced to set up 'a new social system of agricultural service based on agricultural cooperative organizations'.Japan's development experience is valuable and instructive to China's current rural cooperative organization in terms of its construction principles,the development path and the government regulation.
