土地资源关系到国家粮食安全和农业可持续发展。城市化是新农村建设快速发展的助推器,推进新农村建设是加快工业化、城镇化、现代化的现实途径,新农村建设应当以保护耕地为土地政策的首选目标。新农村建设拒绝"盆景式"、"景观秀"和"豆腐渣"工程,民族自治地方新农村建设必须坚持节约集约用地原则,必须坚持把改善民生作为重点,必须坚持发挥亿万农民的主体作用。
