我国是一个农业大国,70%的人口在农村,随着老龄化浪潮汹涌而来、土地流转制度的改革、农村人口大量向城市流动、失地农民的养老保障等一系列问题因素的出现,传统的"社区养老"、"养儿防老"等模式在新的经济形式下已难以为继,因此,依法建立和完善农村社会养老保险法律制度势在必行。

China is a developing country dominated by rural population which occupies 70% of the total.Therefore,it is urgent for the rural areas to establish a practical system in the rural areas to guarantee the interest of the aged peasants with the quickly approaching of the old age and the weakening of the endowment insurance of the aged people supported by traditional land properly.The pattern of 'raise children against old age' is under the impact.But there is no one regarding rural endowment insurance.It is necessary to establish a set of scientific and effective endowment insurance system.
