Ecological Modernization and the Reconstruction after Disaster

生态现代化理论认为:环境问题多数是人为的,灾害损失有自然因素也有人为因素,人为问题需要人来解决;解决环境问题可以采用绿色发展道路,实现轻量化、绿色化、生态化、经济发展与环境退化完全脱钩;减轻灾害损失可以采用绿色发展道路,实现预防、应对、重建、发展和现代化的有机结合。汶川地震的灾后重建,可以采用绿色发展道路,重点建设一个体系两个平台:生态域镇体系、生态安全平台和生态经济平台。

According to the ecological modernization theory,the most environmental problems of the modern society are the man - made and these problems need to be solved by men.The damages made by disaster belong to the natural and human factors.The Green Development Road(GDR) should be the right choice for us to solve the environmental issues,and with dematerialization,greenization,ecologization,the decoupling between economic growth and environmental degradation.The GDR is also the right way for us to decrease the harm,and with the combination of the prevention,response,reconstruction,development and modernization.The GDR is the reasonable way for the Post-Wenchuan Earthquake Reconstruction,and the key points of this way are the construction of the ecological urban system,ecological security network and ecological economy network.
