文章综述了俄罗斯近年来的海洋政策、管理体制、发展战略和对世界海洋资源分配和开发立场以及维权措施。
This paper reviews Russian marine policy management system,development strategy in recent years.Also,it introduces the distribution of world's marine resources,standpoints of exploiting marine resources and measures of safeguarding the rights in the marine affairs.
