20世纪初,有"殖民帝国主义"之称的英国,其经济在世界上"一枝独秀"局面的结束、国际局势的变化特别是其他国家对其殖民地的觊觎,促使其调整帝国殖民地统治政策,1929年7月出台的非洲殖民地发展法案即是其结果,企图通过发展非洲殖民地来治愈经济萧条,达到英国经济利益和非洲殖民地社会发展"双赢"的目的。然而,该法案未能扭转英国经济的不利局面;并且使殖民地社会经济恶化,引起当地民众的反抗。
