The Predicament and Countermeasures Analysis on Public Participation in Public Crisis Governance

公众参与已经成为公共危机治理中非常重要的部分,但在现实中却存在着多种困境:合法性困境、政府治理方式滞后困境、文化困境、能力困境。要化解这些困境,须采取以下措施:完善市场经济体制、营造合适的政治和法律环境、培育和提升公民意识、提升社会因子自身的能力等。

Public participation has become the very important strength of the public crisis to govern.But in reality,there are many difficulties: the predicament of the legitimacy,the predicament of the Governmental governance,cultural difficulties,the plight of the capacity.In order to solve these problems,we must take the following measures:to perfect market economy system,to perfect politics and the legal environment,to cultivate and promote the citizen consciousness,to promote society factor own ability and so on.
