比较与借鉴:国外社会保障管理体制研究

Comparison and Reference:A Research of Overseas Social Security Management System

国外社会保障管理体制归结起来主要有三种类型:政府直接管理体制、半官方自治管理体制和商业保险管理体制。政府直接管理体制是由政府直接统管各项社会保障事务,以英国为代表;半官方自治管理体制是政府和非营利组织共同管理社会保障事务,以法国为代表;商业保险管理体制是具有独立性的基金会管理社会保障事务,以新加坡为代表。比较研究国外社会保障管理体制,对于完善我国社会保障管理体制有四点启示:一是建立统一的社会保障管理机构,二是加快社会保障法制建设,三是健全社会保障监督机制,四是完善社会保障基金管理。
