社会保障最初源于人道,后来演化成为市场经济的"稳定器"、"减震器",发挥着稳定社会、调节经济和保障劳动力再生产功能,其道德性逐渐被社会忽视。从伦理角度考察社会保障,追溯其德性内涵,旨在为现代社会保障制度提供设计理念,唤醒民众道德意识,营造社会伦理氛围,促进社会和谐的实现。
