近年来,杭州市公共图书馆界为推进"生活品质之城"和"文化名城"建设,推出"一证通"工程,掀起了公共文化服务体系建设的大潮。各区级图书馆作为公共文化服务体系的重要组成部分,在"一证通"体系中起到承上启下的作用。这就要求区级图书馆要正确定位、明确职责,加强人才队伍的培训和管理,争取政府部门的政策扶持、经费支持,根据区域特色创建核心竞争产品、开创特色品牌、完善读者服务,体现地域特色与人文关怀。
