Higher education is witnessing a change from elite education to mass education, which draws various worries about the education quality from the society. Based on an understanding of the quality and the meaning of higher education quality, this article explores the quality concept of higher vocational education. An analysis of the evaluation contents of the higher vocational education is offered.
