母亲群体素质的高低影响着全民的素质 ,直接决定我们民族社会化的进程和质量 ,因而提高母亲的群体素质势在必行。可以通过创建“母亲群体素质工程”、认真实施义务教育。

Hence it is necessary and urgent to promote maternal qualities. 'Maternal qualities engineering' can be launched to implement education.
