本文根据农业灌溉水费偏低、供水工程维护需要无偿投工组织困难的现实情况,提出了农业水费“部分以货币结算+部分以投工折资计费”的二元结构制,论述了其意义、收缴办法以及发展用水者协会参与管理的基本准则等。

This paper puts forward the duality structure of the agriculture water rate that is one part calculated by currency and another computed by labor,and expounds its significance,the ways and the basis principle for the administrated by themselves association.
