摘要
本文通过我国旧城改建中所存在的问题进行总结分析,针对决定开发强度的主要指标因素,结合地租理论提出改建评价的量化标准,运用"投入——产出分析",在既定地价的基础上,对最低经济容积率进行测算,来取得最低容积率与地价之间的关系,继而为旧城改建的时机、成本计算提供经济测算依据。希望能通过加强经济分析的准确性,来保证公众利益不受侵犯,城市环境、公共活动空间、地方政府的土地收益等进行有效的资源配置,同时通过准确的经济评价来确定同一城市内不同地区、不同情况下控规应采取的不同深度、做法和要求,真正做到因地制宜,对城市的发展进行合理的而行之有效的控制。
This paper analyses the problems existing in reconstruction of Chinese cities.Against the determining factors of the intensity of urban development,this paper combines the land rent theory and proposes the quantitative standards of reconstruction evaluation.Based on the existing land prices,the paper applies 'input-output analysis' and makes an estimation of the minimum FAR in order to explain the relationship between the minimum FAR and land price.This is aimed to provide a basis for calculation of the timing and cost of reconstruction of old cities.It is hoped that the enhancement of the accuracy of economic analysis could ensure that public interest is not infringed upon and there would be effective allocation of resources,such as urban environment,public spaces and revenues from land by local governments.Also it is assumed that accurate economic evaluation could determine the depths,practice and requirements of control regulation according to different areas and circumstances within the same city.This is believed that it could achieve the truly adaptation to local conditions and the effective and reasonable control on urban development.
