关中平原是我国著名的农业区,随着国家"三农"政策的不断调整,林业在大农业中的地位显著增强。大荔县作为关中平原主要的农业大县,其林业发展经历了6个不同的阶段,取得了较好的成绩,也存在一定的问题。政策稳定性严重影响着群众造林的积极性,渠路坝段产权不够明晰,使渠路坝绿化成果难以巩固,绿化林木与农田争地严重,严重制约了平原农业县林业的发展。
