The intervention of government in the development of industry cluster is due to some problems such as 'market failure' and 'system failure',the need for public products and the negative externality of clusters,which are hard to solve by the cluster itself.The government can help increase the openness of the cluster,stimulate the cooperative competition within the cluster,enhance the cluster's ability to absorb knowledge,promote the construction of cluster's innovative system,maintain and improve the brand name construction of cluster,increase social capital of cluster so that the industry cluster may retain its sustainable advantage in competition.
