西北地区中小型城市养老保险现状及对策分析——以甘肃省天水市为个案

Current Situation and Countermeasures Analysis of the Basic Endowment Insurance in Northwest in China——Taking Tianshui City of Gansu Province as an Illustration

社会保障是社会稳定和国家长治久安的重要保证,基本养老保险是社会保障体系的主体。以天水市为个案的研究表明,目前西北地区基本养老保险存在诸多问题,其解决问题的关键在于"开源"与"节流"并举,制度的规范性与灵活性兼顾,进一步扩大覆盖面,提高管理水平。

Social security is playing an important role in the stability of the state and the basic old-age insurance is the mainstay of the social security system.Taking Tianshui city for instance,the result shows that there are many problems in the basic old-age insurance in our country.The key of solving the problem is increasing revenue and reducing expenditure,expanding the coverage and raising the level of management.
